feat: add HTTPRoute (cilium-gateway-to-kong-route)

- Cilium Gateway API HTTPRoute routes /v1 traffic to Kong service
- Includes placeholders for Gateway/Kong names (update post-merge)
- Added to openclaw kustomization.yaml for FluxCD sync
