feat(keda): add path filter to HTTPScaledObject
...
Filter scales only on inference traffic (/v1/chat/completions):
- Ignores probes (/health, /v1/models)
- targetPendingRequests defaults (low queue → up)
- Keeps scaledownPeriod 900s idle zero

- Use proper scaleTargetRef structure for http.keda.sh/v1alpha1
- Uncomment keda-vllm.yaml in kustomization
- This should allow Flux to reconcile the scaler
