Stacked on #28.

Summary

  • Hormuz tap already enables Sentinel-1 SAR + Vessels AIS (?src=vesselapi).
  • Adds a short .lp-note under Sentinel-1: SAR + AIS bright radar with no boat icon is a candidate, not a detection.
  • No /api/dark-hulls, no OpenCV, no extra VesselAPI polls.

Test plan

  • pytest tests/test_frontend_reliability.py tests/test_sentinel1_frontend.py tests/test_chokepoints.py — 22 passed
  • Playwright: Hormuz tap → SAR tiles + 50 vesselapi dots, 0 AISStream subscribe, candidate note in HUD
