Details
cameras: ingest ALERTCalifornia/ALERTWest official public JPEGs 
Adds the documented getCameraDataByLoc API (~10k public wildfire, DOT,
and FAA stills with lat/lon). Masscan will not produce viewable feeds;
this will. Map bbox fetch raised to 2000 markers.
