Run 770 built the APK + AAR, uploaded the artifact, and the release never got them: GET /actions/runs/770/jobs lists only android. A job-level if reading needs.android.result is evaluated as unset on this runner, so the job is dropped before it is created - invisible, neither red nor listed as skipped, and the run reads green.

release.yml's publish job already carries always() && for the same reason (run 135). This mirrors it. The gate itself is unchanged: android must succeed and dry_run must be false.

Proof after merge: re-dispatch android-release.yml with tag=v0.5.0 and confirm publish appears in the job list and the APK/AAR land on release v0.5.0.

Run 770 built the APK and AAR and uploaded them as an artifact, then the release
never received them: /actions/runs/770/jobs lists only `android`, because a
job-level `if` that reads `needs.android.result` on this runner is evaluated as
unset and the job is dropped before it is created. A dropped job is invisible -
it is not a red job and not a skipped job in the job list - so the run reads
green while the release is missing two assets.

release.yml's publish job already carries `always() &&` for exactly this reason
(its comment cites run 135). Mirror it. Nothing else changes: the job is still
gated on android succeeding and on dry_run being false.
